Sunshine Law is
provided so that you may see how and why the Kōke'e Advisory Council meetings
are conducted the way they are and so that you may help us in maintaining
compliance. Under the Sunshine Law the council members can not talk to each other
except one-on-one unless an interaction group is created.
Legislative Action
Here's an update on
HCR182:
The House Finance Committee recommended that Resolution HCR182 be PASSED,
UNAMENDED.
The votes were as follows: 15 Ayes: Representative(s) M. Oshiro, M. Lee, Awana,
Brower, Choy, C. Lee, Nishimoto, Sagum, Tokioka, Wooley, Yamashita, Ward;

The testimony for this Resolution has now been
posted on the legislature website
SB2410 : Changes system of selection for the recreation-residence use leases
in state parks and forest reserves in counties with a population of less than
100,000 from an auction to a lottery.
SB2414 : Requires that park user fees collected in a county be used for
repair, maintenance, and operating costs of state parks within the same county.

The
Kōke‘e
State Park Advisory Council
The Council was created by the
Hawaii State Legislature to provide
community input to the DLNR. Council members are citizen volunteers and do not
represent the DLNR. Nine voting members were appointed by the senate, house and governor to
serve. The council was established under Act 223 of the 2008 State Legislature for the
following purposes:
1. Review and assist in updating and revising the Kōke‘e and Waimea
Canyon State Parks Master Plan;
2. Advise and assist in the management of the Kōke‘e recreational cabin
leases;
3. Enhance community education and cultural awareness of Kōke‘e and Waimea
Canyon State Parks;
4. Participate in the protection and preservation of the area's natural and
cultural resources;
5. Advise and assist in the overall implementation of the Kōke‘e and
Waimea Canyon State Parks Master Plan recommendations.

Recommendations of the
Interaction Group
A committee of the council ("Permitted Interaction Group") was created to
review the master plan, write a report and make recommendations. The group reviewed the 2009
Final Master Plan for Kōke`e presented by the DLNR and concluded that the Master
Plan should be rewritten in partnership with the community. It concluded that
the expanded commercial development called for in the 2009 Master Plan (entitled
"Enhanced Park Facility Development Plan") is contrary to public input. The Interaction Group prefers the DLNR work with the
community in rewriting the master plan as a remedial plan that preserves and
perpetuates the existing character of the parks by ensuring that public use does
not compromise the integrity of the mountain’s natural resources, wilderness
values, and intrinsic qualities.

Council
The council as a whole considered this report and recommendations at its meeting
on July 2, 2009. Public testimony was also received both via this website and in
person. After careful consideration, the council as a whole adopted a resolution
to "ask the DLNR to rewrite the Kōke`e and Waimea Canyon State Parks Master Plan
consistent with the recommendations of the Permitted Interaction Group and, if
the DLNR is not willing to rewrite the Master Plan, the Council recommends that
the BLNR reject the master plan even if it means writing additional
legislation."
The Council offered to assist in re-writing the plan to avoid any additional
cost to DLNR or the State.
The vote on this resolution was 7 in favor (C. Wichman, I. Nitta, D. Esaki, C.
Ho`okano, R. Wichman, N. Ohai-Daniels, and N. Budd) and 1 against (M. Erickson).
